The Council's Choice

Prologue to Atma's Journeys

"Never chicken out from a battle just because your opponent is strong. If you only battle weak people, what does that say about your skill as a trainer?"

Unknown to the human world, Pokémon have a government too, the Pokémon Council. It consists of 9 pokémon -- 8 wild, and one human-owned -- and meets in Mewtwo's mind from time to time to make decisions that affect pokémon throughout the world, and they are about to make one of the biggest decisions of all time...

"So," Graveler said, "the time has finally come..."

"Indeed it has," Alakazam said.

Mewtwo said, "We must now vote on the important question... should the council give its power to the human or the Charizard?"

"Humans have tried for centuries," Moltres said, " and still haven't become that great as pokémon trainers. I vote for Atma, as he may be able to change that."

"That may be true, dear brother," Articuno disagreed, "but then again, he may turn out even worse than the humans. I vote for Adam, as this matter is too important to leave to chance."

"I have not decided," Zapdos said. "Come back to me."

"Very well," Mewtwo said. "Your vote, Graveler?"

"Custom says that pokémon do not catch other pokémon. I vote for the human."

"I see great things in Atma's future," Alakazam said. "I vote for him."

"Humans are worthless," Dugtrio said. "We vote for Atma, because giving power to a human would be throwing it away."

"But Nurse Joy's said good things about Adam," Chansey replied. "I vote for him."

"What if we give the power to the human," Nidoking said, "but he fails to use it or even recognize it? My vote is for Atma."

"As you know, "Mewtwo said, "I occasionally see glimpses of the future. And I have seen that Adam will capture at least one councilmember." As gasps spread through the room, Mewtwo continued, "That is evidence that he will be a great trainer. My vote goes to Adam."

"Well, Articuno said, "It's up to you, brother."

"Vote wisely, brother," Moltres added.

After a long pause, Zapdos said, "I do not have enough information to make a wise vote. Therefore I abstain." The whole council was in shock. Abstaining was extremely rare, and no one had ever abstained in such an important vote.

"So," Mewtwo said, "We have a 4-4 tie."

"What do you expect us to do," Alakazam asked, "not give power to anyone?"

"No," Zapdos said, "We should give some power to each of them, and guide them to the Indigo League championships. With our power, neither of them should be defeated eliminated by anyone except the other. And when one of them defeats the other in battle, we give them all of our power." Most of the council nodded agreement.

"Very well," Mewtwo said, "We will follow Zapdos's suggestion." And Mewtwo began channelling a bit of power from every pokemon in Kanto to the two of them.
